Western Cape Additional Adjustments Appropriation Bill 2023

The Budget Committee met virtually for the consideration and adoption of the Committee Reports on the Western Cape Additional Adjustment Appropriation Bill 2022/23 [B 1-2023]; the Draft Committee Report on the Western Cape Appropriation Bill [B 2–2023]; and for the consideration and adoption of Draft Committee Minutes of the meetings held on 10 and 14 March 2023. The Committee supported the adoption of all reports with the exception of the ANC, which in accordance with Standing Rule 90, expressed its minority view not to support the votes. Al-Jama-ah also expressed its minority view not to support the Report of the Standing Committee on Finance, Economic Opportunities and Tourism on Vote 12: Department of Economic Development and Tourism, in the Schedule to the Western Cape Appropriation Bill [B 2-2023], Dated 17 March 2023.

Meeting report

The Chairperson welcomed all present at the meeting. Members introduced themselves and apologies were heard.

The Chairperson took the Committee through parts of the following reports:

Report of the Standing Committee on Education on Vote 5: Education in the Schedule to the Western Cape Additional Adjustments Appropriation Bill [2022/23] dated 17 March 2023

The Committee supported the Bill with the exception of the ANC, which in accordance with Standing Rule 90, expressed its minority view not to support the vote.

Report of the Standing Committee on Vote 14: Local Government in the Schedule to the Western Cape Additional Adjustment Appropriation Bill [2022/23 Financial Year] [B1-2023], dated 16 March 2023

The Committee supported the vote with the exception of the ANC, which in accordance with Standing Rule 90, expressed its minority view not to support the vote.

Mr D America (DA) proposed the adoption of the report and supported the Bill in its totality.

Ms C Murray (DA) seconded the proposal and supported the Bill in its totality.

Ms N Nkondlo (ANC) said the ANC took a minority view not to support the vote.

Mr L Mvimbi (ANC) said he supported Ms Nkondlo’s comments.

The report was adopted and would be sent to the Assembly for consideration.

The Committee supported the vote with the exception of the ANC, which in accordance with Standing Rule 90, expressed its minority view not to support the vote.

Report of the Parliamentary Oversight Committee on Vote 2: Provincial Parliament in the Schedule to the Western Cape Appropriation Bill [B 2-2023], dated 14 March 2023

The Committee supported the vote with the exception of the ANC, which in accordance with Standing Rule 90, expressed its minority view not to support the vote.

The Committee supported the vote with the exception of the ANC, which in accordance with Standing Rule 90, expressed its minority view not to support the vote.

Report of the Standing Committee Agriculture, Environmental Affairs and Development Planning on Vote 9: Environmental Affairs and Development Planning in the Schedule to the Western Cape Appropriation Bill [B 2-2023] dated 15 March 2023

The Committee supported the vote with the exception of the ANC, which in accordance with Standing Rule 90, expressed its minority view not to support the vote.

The Committee supported the vote with the exception of the ANC, which in accordance with Standing Rule 90, expressed its minority view not to support the vote.

Draft Report of the Budget Committee on the Western Cape Appropriation Bill [B2-2023] dated 27 March 2023

Mr America proposed that the Committee support the Bill.

Mr Mvimbi recorded the minority vote of the ANC in terms of Standing Rule 90.

Ms Murray seconded that the Committee support the Bill.

The report was adopted and would be referred to the House for consideration.
