The Portfolio Committee on Communications met to interview candidates that would serve on the Media Development and Diversity Agency (MDDA) Board.

Meeting report

Opening and Apologies
The Chairperson opened the meeting by welcoming all present. He stated that the purpose of the meeting was to conduct interviews of candidates that were shortlisted to serve on the MDDA Board. The last candidate to be interviewed by the Committee was Ms Xoliswa Daku.

The Chairperson read apologies from Ms J Killian (COPE), Mr G Scheemann (ANC) and Mr L Van der Merwe (IFP).

Interviews for the MDDA Board

The candidate was asked the following questions: 

●Ms Xoliswa Daku was asked what her understanding was of the MDDA of the mandate of the MDDA.

●She was asked about the legislations that the MDDA must comply with in terms of corporate governance.

●She was asked about the MDDA’s constitutional obligations.

●She was asked whether, in provinces, the MDDA was addressing the issue of languages in relation to community media. Was the MDDA addressing the question of some languages dominating in different provinces?  

●She was asked what type of work the MDDA should be doing in terms of community radio stations, was it addressing the issue of languages in provinces because there was a concern that big corporations were monopolising the community media. Was the MDDA playing its role in this regard?

●She was asked whether the funding model of the MDDA was correct or if it should be changed.

●She was asked if she was still a Board Member of National Home Builders Registration Council (NHBRC), and what other Boards was she sitting on.

●She was asked why she was nominated by the South African Communications Forum but did not have experience in the communications industry.

●She was asked to elaborate on her role at SENTECH and what experiences she would bring to the MDDA Board in terms of the communications industry.

●She was asked if she would be available to serve fulltime to the MDDA Board since she was still preoccupied with other Boards.

●She was asked why she was passionate about being a Member of the MDDA Board.

●She was asked what financial policies the MDDA should comply with in terms of executing its mandate.

●She was asked what she was bringing to ensure that the MDDA lived up to its mandate.

●She was asked what her feeling was about community radio stations and what role should they play.

●She was asked what the key challenges were for small businesses to get started and be financially viable.

●She was asked if the MDDA should give support in terms of seed funding to community radio stations and community print media, or just concentrate on new entrants.

●She asked how the MDDA should capacitate those community radios and print media that it had funded so as to ensure they were sustainable.

●She was asked what her understanding was of corporate governance in terms of the Public Finance Management Act, Companies Act and the King lll Codes on Good Governance and whether these policies were good enough for the MDDA to achieve its governance issues.

●She was asked whether these policies would help solve governance issues especially in community media and how she would ensure that all community media complied with corporate governance.

●She was asked how she felt about the performance evaluation of individual Board members and of the Board as a whole.

●She was asked whether the MDDA was correctly situated within the Presidency, where it currently resided.

●She was asked, in terms of her experience, whether she had any interaction with media or radio stations and if so, what this was.

●She was asked whether the unqualified audits of the MDDA helped it to do a good job.

●She was asked to elaborate on the transformation of the local print media which had been advocated by the MDDA.
