Meeting Summary
The Committee deliberated on its Budgetary Review and Recommendations Report (BRRR). The Chairperson read through sections 6, 7 and 8 of the BRRR. Sections 6 and 8 related to the Committee's Key Findings and Recommendations respectively, which were discussed and agreed upon by the Members. Point 7, which spoke to the summary of reporting requests, was also discussed and minor amendments were made.
Members debated the timeframes in section 7 and after a brief deliberation, agreement was also reached in that regard. Lastly, the effectiveness of the entities that wee being overseen by the Department of Cooperative Governance and Traditional Affairs, namely the South African Local Government Association, Demarcation Board and the Commission for the Promotion and Protection of the Rights of Cultural, Religious and Linguistic Communities was also discussed. In that regard the Chairperson said that despite several challenges SALGA achieved most of its targets. However, the effectiveness of the other two entities namely the Demarcation Board and the CRL were called into question by the Inkatha Freedom Party and the Democratic Alliance.
The BRRR was adopted with minor amendments.

Deliberations on the Budgetary Review and Recommendations Report
The Chairperson welcomed delegates from the Department of Cooperative Governance and Traditional Affairs (COGTA) and the Committee Members. Two senior members of COGTA were in attendance. The Chairperson briefly read through section 6 of the Budgetary Review and Recommendations Report (BRRR), which related to the Committee's key findings. The key findings evolved around the technical, governance and operational, as well as service delivery performance issues.
The Chairperson noted the Committee’s agreement with section 6 of the report. She moved on to sections 7 and 8. The former dealt with the table of reporting requests whilst the latter dealt with the recommendations.
The Committee discussed the timeframes in section 7 and agreed to the following:
The timeframes to discuss the audit outcomes of municipalities- sound financial management, was mostly agreed upon for the end of November 2013 and February 2014;
The bulk infrastructure and service delivery discussion timeframe was set down for the end of November;
The report for staff and capacity in municipalities had a deadline of March 2014;
Legislation was set down for the first and second term;
Policy was agreed upon as soon as it was approved by Cabinet.
The Chairperson indicated that SALGA had achieved 89% of its targets. She said that despite the challenges SALGA’s performance was not below par.
Mr P Smith (IFP) stated that the Municipality Demarcation Board failed in its mission to act or be seen to act impartially. He further said that the leadership image of the Municipality Demarcation Board was tarnished. For that reason, he said the new Board should act impartially, and should also be seen to act in an impartial manner.
Mr J Steenhuizen (DA) said that the Commission for the Promotion and Protection of the Rights of Cultural, Religious and Linguistic Communities (CRL) was misplaced. He claimed that the entity should be placed under with the Department of Arts and Culture rather than cogta.
Members approved adopted the BRRR with amendments.
