Meeting Summary

On a virtual platform, the Committee met to consider and adopt the outstanding minutes from 18 August 2020 to 10 February 2021. Minutes for 8 October 2020, 3 November 2020 and 10 November 2020 could not be presented to Members due to errors in the dating of the minutes. The Chairperson requested that the missing minutes be adopted next week. All the meeting minutes that were presented were adopted with amendments.

 

Meeting report

The Chairperson welcomed everyone in attendance.

The Committee Secretariat noted an apology from Mr W Wessels (FF+).

Adoption of Meeting minutes

Committee minutes dated 18 August 2020

Ms P Abraham (ANC) requested that the word ‘welcome’ be changed to the past tense.

The minutes dated 18 August 2020 were adopted with amendments.

The minutes were adopted.

The Chairperson pointed out an omission in paragraph 2 line 2.

The Committee Secretariat said there was a typographical error and omission of the term “legal advisor”.

Mr I Morolong (ANC) asked what happens with the adoption of meeting minutes given that it was a joint sitting of the National Assembly (NA) and National Council of Provinces (NCOP) with the Select Committee of Finance.

The Committee Secretariat stated that even if it was a joint sitting, the Committees adopt the minutes separately.

Mr G Skosana (ANC) asked what happens if the Select Committee does not adopt the minutes whilst the Standing Committee does adopt the joint sitting minutes. Which minutes will be archived as a true reflection of the joint sitting, if the minutes are amended differently by each of the Committees? 

The Committee Secretariat stated that the same set of drafted minutes go to both Committees and each Committee can amend the minutes respectively.

Ms Abraham stated that the minutes are adopted as different Houses and it should pose no problem.

The Chairperson stated that the secretariat and legal advisor should look into what is provided for in the Rules of Parliament regarding the adoption of minutes for a joint meeting.

Mr F Shivambu (EFF) stated that there are no rules in Parliament that provide for the illegal joint meetings that took place last year with the NCOP.

Mr Morolong stated that the line “Member Shivambu was not happy with the legal opinion…” is not captured appropriately. It should read “Member Shivambu objected the legal opinion” instead.

The Chairperson pointed out a typographical error in paragraph 1.3 line 3.

The meeting minutes were adopted with the amendment.

Ms Abraham pointed out a typographical error in paragraph 1 line 2 - ‘the’ must be added before public. She requested drafters to be consistent with editing, as Members are to focus on the content of the minutes and not typographical errors.

Mr Morolong stated that the use of the word “ruled” is inappropriate in paragraph 2, on the second last bullet point. Rather use “the chairperson indicated to the executive that parliament is not being taken seriously, and further ruled that the Minister must be present.” He moved for the adoption of the minutes with the amendments.

The minutes were adopted with the amendment.

Committee minutes dated 2 December 2020

Ms Abraham asked for clarity on whether the Committee was against adopting the Mpati report.

The Committee Secretary clarified that the Committee did not adopt the preliminary BRRR in the meeting because National Treasury’s annual report was not tabled as a result of an outstanding audit opinion.

The Chairperson requested that this be made explicit in the minutes.

The meeting minutes were adopted with the amendment.

Closing remarks

The Chairperson thanked everyone in attendance and announced that the missing minutes for three meeting will be adopted next week.

The meeting was adjourned.
