Meeting Summary

The Portfolio Committee on Health considered and adopted 15 sets of minutes dating as far back as May 2018. Most were approved with no changes and a few with minor ones.

Members commented that it has been a long time since the meetings and that was making it difficult for them to remember what had happened. They further remarked they were concerned about the way Parliament was dealing with minutes because, normally, when minutes were considered, there would be matters arising, follow-ups on items raised for implementation and consistency in the writing of the minutes.

The Chairperson welcomed everyone.
 
She stated that the Committee’s agenda consisted of one item: consideration of outstanding minutes dating as far back as May 2018.
 
The Chairperson indicated that the Committee would go through each document individually.

The Chairperson took the members through the document, page by page.
 
Ms C Ndaba (ANC) moved for the adoption of the minutes.
 
Mr W Maphanga (ANC) seconded the motion.
 
The minutes were adopted with no amendments.
 
5 June 2018
 
The Chairperson took the members through the document, page by page.
 
Dr P Maesela (ANC) proposed for the adoption of the minutes
 
 Ms C Adams (ANC) seconded the proposition.
 
Ms E Wilson (DA) remarked that it has been a long time since the meeting and that was making it difficult for her to remember what had happened. She suggested the Chairperson should find a way of reminding the members about the meetings.
 
The minutes were adopted with no amendments.
 
12 June 2018
 
The Chairperson took the members through the document, page by page.
 
Mr A Mahlalela (ANC) recalled that there were concerns raised during the meeting, but those concerns were not reflected in the minutes. He said one was getting the impression the Committee was fine with the presentations that were made during the meeting even though Members had engaged with the presenters.
 
Ms Wilson moved for the acceptance of the minutes.
 
Mr Maphanga seconded the motion.
 
The minutes were adopted with minor technical amendments.

Mr Mahlalela remarked there should normally be matters arising when considering and adopting minutes. He was concerned with the manner in which Parliament was dealing with minutes.
 
Ms Adams proposed the acceptance of the minutes.
 
Dr Maesela seconded the proposition.
 
The minutes were adopted with no amendments.

Ms Ndaba remarked there were some flaws in the way things were done because there was no follow-ups on items raised for implementation.
