The Ad Hoc Committee on Appointment of Board Members to the National Youth Development Agency met for the consideration and adoption of the Joint Committee Programme.

The Ad Hoc Committee on Appointment of Board Members to the National Youth Development Agency (NYDA) adopted its Joint Committee Programme.

Meeting report

Co-Chairperson Manopole recalled that last week the Committee was supposed to have adopted its programme but instead referred it back to be redrafted so that all issues could be looked at before adoption. The programme was now before the Committee; Members should consider and adopt the programme so that the Committee could move forward with the work it was mandated to do because the duration of the Ad Hoc Committee was until the end of the month.  Adverts would go out in newspapers and the Parliamentary website from 11 – 17 March 2016. On 23 March 2016, the Ad Hoc Committee would short-list the candidates and interviews of shortlisted candidates would take place on 29 and 30 March 2016. On 30 March 2016, the Committee would consider and adopt the Committee Report.

Co-Chairperson Mapulane said that in terms of adverts there were challenges because the Committee had targeted Sunday papers but adverts could not go out on Sunday. The calling for nominations appeared on the Parliamentary website, but the problem was that no adverts went out to the public. The Chairpersons had consulted with the Office of the Speaker and the House Chairperson to seek advice on the matter. The Committee programme should first be presented to the Ad Hoc Committee for its consideration and adoption before adverts could go out to the public.

Mr M Mhlanga (ANC) moved for the adoption of the Committee programme.

Ms L Lesoma (ANC) seconded the move.

The Committee adopted the Committee programme.

Mr M Hlengwa (IFP) said that the advert should reflect the issue of age which is between the ages of 18 – 35 because some of the applicants that applied previously were above the age of 35.

Mr H Mohapi (ANC) said that in terms of the requirements, the NYDA Act was silent in that regard.

Mr H Chewane (EFF) said that the Committee should also consider the geographical spread of the applicants.

Co-Chairperson Manopole said that the Committee would discuss the issue of requirements for applicants in another meeting because this meeting was just for the consideration and adoption of the Committee programme.
