Tabled Committee Reports

The Select Committee on Appropriations met on a virtual platform to receive the final provincial mandates on the Division of Revenue Bill [B2 – 2023]. The North West and Limpopo legislatures had not yet adopted their final mandates by the time of this meeting. The Western Cape rejected the Bill.

The Bill and Committee report were adopted with reservations expressed by the opposition parties.   

Meeting report

The Chairperson indicated that the meeting may commence.

The Chairperson acknowledged the presence of the Treasury team. The Committee had received Treasury’s response, as requested in its previous meeting. The response has been distributed among colleagues and provincial colleagues.

The Chairperson asked if Members had any inputs to make on Treasury’s response.

There were none.

Final mandates: 2023 Division of Revenue Bill

Eastern Cape

Ms Z Ncitha (ANC, Eastern Cape) said the province voted in support of the Bill.

Free State

Mr M Moletsane (EFF, Free State said the province voted in support of the Bill.

Gauteng

Mr D Ryder (DA, Gauteng) said the province voted in support of the Bill.

KZN

Mr Y Carrim (ANC, KZN) said the province voted in support of the Bill.

Limpopo

Ms M Mamaregane (ANC, Limpopo) indicated that she had not received any decision on the final mandates from the province since it would only be discussed tomorrow by the Limpopo Provincial Legislature.

Mpumalanga

The Chairperson, as the permanent provincial delegate, said the province voted in support of the Bill.

Northern Cape

Mr W Aucamp (DA, Northern Cape) said the province voted in support of the Bill.

North West

Mr F Du Toit (FF+, North West) informed the Committee that the North West Legislature had not yet voted on the final mandates. The province indicated that it would communicate directly with the NCOP. Thus, he had nothing to discuss tonight.

Western Cape

Mr E Njadu (ANC, Western Cape) said the province objected to the Bill.

Mr Ryder noted the anomaly in the submission made by Gauteng. The date of deliberation as stated on the document was on 28 April, whereas the document was signed yesterday. The deliberation appeared to have taken place before the Gauteng Provincial Legislature received Treasury’s response. Hence, he needed to seek clarity from the province.

The Chairperson agreed with Mr Ryder.

The final mandates were adopted.

Report of the Select Committee on Appropriations on the Division of Revenue Bill [B2 - 2023]

The adoption of the Committee report received majority support and the report was adopted.

The DA, FF Plus and EFF reserved their positions on the Bill.

Committee minutes

The Committee minutes of 26 April 2023 were duly adopted.

The Chairperson adjourned the meeting.
