Tabled Committee Reports

The Select Committee on Appropriations met on a virtual platform to adopt its reports on the Appropriation Bill [B7 – 2022] and Second Adjustments Appropriation (2021/22 Financial Year) Bill [B8 – 2022]. 

Both reports were adopted but with the objection of the Democratic Alliance (DA) and the Economic Freedom Fighters (EFF). 

The DA pointed out that it did not agree with the spending priorities of government in the Bills and did not agree with zero-based budgeting. The DA said the spending priorities did not help the needs of South Africans - funding is not being used where it should be used.

The Chairperson indicated that the meeting may proceed and said that the meeting would not be a long one.

The Chairperson emphasised to Members that the purpose of the meeting was to deal with the reports on the Bills not the Bills themselves.

The Chairperson expressed her appreciation to Mr D Ryder (DA, Gauteng) for sending his inputs on both reports prior to the meeting.

Report of the Select Committee on Appropriations on the Appropriation Bill [B7 – 2022] [National Assembly (Section 77)

Mr Ryder pointed out that the DA objected to the report, particularly on the decision part since it did not agree with the decision made by the majority Members of the Select Committee.

The Chairperson expressed her confusion and sought clarity from Mr Ryder. Since Mr Ryder had made all the inputs to the report, she wanted to know whether he objected to the whole report in its entirety which included his own inputs or he only objected to a certain part of the report. She suggested Mr Ryder take his party’s usual approach and state that the DA reserved its right rather than objecting to the report.

Mr Ryder maintained his view and reiterated his party’s objection to the report.

Mr M Moletsane (EFF, Free State) indicated the EFF’s rejection to the report.

Mr Y Carrim (ANC, KZN) said that although it is within every Member’s right to object to a report, he found the approach taken by the DA and the EFF “delusional”.

Mr Ryder specified that his party objected to the concluding part of the report.

Mr Ryder responded to Mr Carrim’s “delusional” remark and said that they shall see in the 2024 election.

The Chairperson asked Mr Ryder what he or his party believed the conclusion should have been.

Mr Ryder said that the Appropriation Bill is indeed a difficult balancing act. There are things that have to be sacrificed and things that should be prioritised. The DA viewed the priority as reflected in the Appropriation Bill problematic. For instance, the DA did not agree with zero-based budgeting. He further pointed out that for those programmes that are not helping the needs of South Africans, government should rather get rid of them. There are agreements in certain programmes where Members across party lines unanimously agreed that funding is not being used where it should be used.

The report was adopted with the objection of the DA and the EFF.

The Democratic Alliance and the Economic Freedom Fighters indicated their objections to the report.

The report was adopted.

Committee minutes dated 25 May, 31 May, 1 June and 15 June 2022 were all duly adopted.

The Chairperson thanked Members for their participation and hard work. She looked forward to seeing all Members in the budget vote in the following day.
