Meeting Summary

The Committee met briefly to adopt the Public Administration Amendment Bill. It was noted that five provinces supported the Bill, and North West’s mandate was based on the incorrect version of the Bill and could not be taken into account. Western Cape indicated its opposition to the Bill. Gauteng and KwaZulu Natal had not submitted mandates. The Bill was passed by the majority of provincial representatives.

Public Administration Amendment Bill: adoption
The Chairperson noted that the Committee was meeting, not to debate any issues, but to formally adopt the Public Administration Amendment Bill.

He noted that six provinces had submitted mandates expressing their support of the Bill, but only those of the Eastern Cape, Mpumalanga, Northern Cape, Limpopo and Free State were based on the correct version of the Bill, whilst North West, although agreeing to the Bill, had based its mandate on the wrong version.

Western Cape indicated its opposition to the Bill.

Gauteng and KwaZulu Natal had not submitted a mandate.

He summarised that, with five provinces in favour of the Bill, the Bill could be passed.

Mr A Matila (ANC, Gauteng) proposed the passing of the Bill, seconded by Ms M Boroto (ANC, Mpumalanga).

The Chairperson then read the Committee Report, noting the acceptance of the Bill.

Both the Bill and Committee Report were formally adopted.

The meeting was adjourned.
