In a brief meeting, the Committee met to consider and vote on the 2023 Rates and Monetary Amounts and Amendment of Revenue Laws Bill, the Taxation Laws Amendment Bill and the Tax Administration Laws Amendment Bill. The Committee voted in favour of the Bills and their Committee Reports on the Bills. The DA reserved its position in all three cases.

Meeting report

The Acting Chairperson welcomed the Committee and asked that the meeting proceed as quickly as possible because they were running seven minutes behind schedule.

Apologies were noted for Mr M Moletsane (EFF, Free State).

The Acting Chairperson welcomed Members who were ill and still came to this meeting - she said she appreciated it.
Report of the Select Committee on Finance on the 2023 Taxation Laws Amendment Bill [B36 - 2023] (National Assembly- section 77)

Mr D Ryder (DA, Gauteng) felt this report was not a true reflection of what was discussed by the Committee. He felt it inappropriate that Members who were not part of the meeting previously be allowed to decide on a report of a meeting they did not attend.

The Acting Chairperson asked Members who were in the previous meeting to give their option on the draft.

Mr W Aucamp (DA, Northern Cape) said he was in the meeting and agreed with Mr Ryder. Mr Y Carrim (ANC, KZN) and Ms D Mahlangu (ANC, Mpumalanga) were not in the meeting, and they should not give input on a report of a meeting they did not attend.

The Committee Secretary noted that although Mr Carrim was not in the meeting, he is still the Committee Chairperson and would oversee some decisions.

The Acting Chairperson asked the Committee to vote for the adoption of the Bill.

Mr Z Ncitha (ANC, Eastern Cape) voted to adopt the report on the Bill.

Mr Ryder moved for the rejection of the Bill.  

Mr Aucamp seconded this.

The Acting Chairperson expressed her displeasure with Members not being patient and she asked them to behave.

Mr Aucump said the Acting Chairperson was out of line for telling Members to behave and requested a retraction.

Ms M Mamaregane (ANC, Limpopo) seconded the vote to adopt the report.

Mr Ryder maintained that the Democratic Alliance rejects the adoption of the report.

Mr Aucamp maintained that it was inappropriate for the Acting Chairperson to say that he and Mr Ryder did not behave.

The Acting Chairperson said that Members are required to raise their hands when they want to speak.

The Committee Secretary read the recommendations of the report.

The Acting Chairperson asked for a mover for the adoption of the report.

Ms Mamaregane voted in favour of the adoption of the report.

Mr Carrim seconded the motion.

Mr Ryder said that the Democratic Alliance reserved its vote on the adoption of the report.

The Committee Secretary read the report.

The Acting Chairperson asked for a mover for the adoption of the report.

Ms Mamaregane voted in favour of the adoption of the report.

Ms Ncitha seconded this.

Mr Ryder said that the Democratic Alliance reserved its vote.

The Committee adopted all three Bills.

Mr Ryder said that the Democratic Alliance reserves its position on the Bills.

The Chairperson thanked the Members for attending the meeting and voting.

Meeting adjourned.
