Meeting Summary

There were three items on the agenda: consideration of the Draft report on the executive undertaking made by the Minister of Co-operative Governance and Traditional Affairs during the house sitting of 4 May 2015, the adoption of the legacy report and the adoption of the minutes of the meeting held on 13 February 2019.

All the three documents were approved.

During the consideration of the legacy report the members noted with concern the delays in dealing with petitions, urged that these be prioritised by the new Parliament and called for a petitions bill to be introduced.

Meeting report

Minister of Co-operative Governance and Traditional Affairs Executive Undertaking

The Committee went through the Draft report on the executive undertaking made by the Minister of Co-operative Governance and Traditional Affairs during the house sitting on 4 May 2015 page by page. The recommendations were on page 13.

Ms B Engelbrecht (DA; Gauteng) stated that the recommendation should read that the implementation was still ongoing and was still a work in progress.

In reference to the observations on page 11, Mr S Mthimunye (ANC; Mpumalanga) stated that once finalised a pro forma should be provided which will also assist the incoming committee.

Ms T Wana (ANC; Eastern Cape) proposed the adoption of the draft report with the amendments.

The Committee supported the adoption ofthe draft report.

Committee Legacy Report

The Committee then went through the legacy report.

Members discussed page 4 and 5 on the introduction of a Petition bill to Parliament.

The Chairperson informed the members that the bill had been drafted but there were delays.

Mr Mthimunye proposed that the next committee in the first quarter should be tasked with developing a bill on Petitions so to avoid delays at the NCOP.

Ms Engelbrecht pointed out that an information guideline should be incorporated on the issues to follow up on page 38 and also echoed Mr Mthimunye’s sentiments on the delays of petitions at the NCOP. She requested to be supplied with information on the number of pending petitions.

Ms G Oliphant (ANC; Northern Cape) stated that the Northern Cape had suffered with the petition delays.

Dr H Mateme (ANC; Limpop) stated that there was need for an audit to be done on the petitions that were pending so that the sixth Parliament could give them priority.

Mr M Chetty (DA; KZN) proposed that the Committee should find a system that will concurrently deal with the backlog and current petitions. 

Dr Mateme said that the Petitions Committee should be given special conditions of functioning. 

The Committee supported the adoption of the legacy report.

Adoption of minutes

Members then went through the draft minutes of the meeting held on 13th February 2019.

Ms Wana proposed the adoption of the minutes.

The minutes were approved.

The meeting was adjourned.
