SUMMARY
The Members discussed and adopted their Programme. The Committee recommended follow up-study tours to the Free State and Western Province that they had previously visited. Members expressed concerns about the underspending of R180 million as reported in the Public Works Annual Report, and decided to call the Department in to explain this.
MINUTES
Programme planning
The Committee planned briefings from 12 October to 9 November. The briefings would cover developments around the Road Accident Fund, social housing, ports, restructuring and the National Land Transport Transitional Act. The Committee also planned to have public hearings on the National Household Transport Survey and taxi recapitalisation.
Discussion
The Committee agreed that a full briefing from the Department of Housing was critical to fast-tracking delivery. Mr Adams (NNP) suggested that the Members should visit other municipalities to look at the state of the houses there.
The Members agreed upon a site visit to the various Cape Town ports .The Chairperson proposed that the briefing on taxi recapitalisation look to the broader public transport system, including the taxi, rail and bus subsidy system. The Committee agreed that Members should use public transport to monitor the conditions of public transport.
The Members then agreed to conduct studytours to other African countries. They could learn about land and agrarian programmes in countries like Zimbabwe, Botswana, Angola, Lesotho, Nigeria and Namibia. Members did not prioritise which countries to visit at this meeting.
The Committee also agreed to do follow up visits to provinces that they visited previously to ensure that the problems identified had been addressed. The Committee had managed to tour only two provinces thus far, the Free State and Western Province, due to time constraints
Mr Van Rooyen (ANC) noted underspending of R180 million in the Public Works Department’s Annual Report. The Department had also overspent by R73 million on a programme that had not been featured in their Strategic Plan. He thus suggested that Public Works be called in to give a briefing.
The Committee Programme was then adopted with minor amendments.
