SUMMARY
The Committee discussed Mr P Smith’s proposal on the Establishment of Represented Political Parties’ Election Fund Bill. The Committee expressed unhappiness about the Department’s attitude and adjourned the meeting when Mr Schmidt could not be found.

MINUTES
The Chairperson stated that, regarding both the letters, the Committee would consider initiating amendments. She expressed unhappiness with the ‘historical’ attitude of the Departments and remarked that they had claimed they were busy with work.

Mr A Ainslie (ANC) mentioned that he had been happy with the response from the Department to Adv Schmidt’s proposal. However, he wanted to know the timelines involved and stated that it was an insult that they had not applied themselves to the other matter

Mr Khumalo (ANC) stated that the admission of advocates had been a problem, especially with students coming out of universities.

Ms I Mars (IFP) suggested that the Department of Provincial and Local Government and the Department of Justice be called in to account to the Committee.

The Chairperson stated that she would inform members of the dates. She also stated that because she was new to the Committee, she would call on members individually for advise on the approach to take on certain matters.

Mr H Bekker (IFP) mentioned that the Committee was in general agreement with Mr Schmidt but had a problem with the end part of the proposal.

Mr Ainslie said that he thought Mr Schmidt would have been present at the meeting to further brief the Committee.

Ms Mars stated that Mr Schmidt probably did not know about the meeting otherwise he would have been present.

The Chairperson suggested that the meeting be adjourned for a few minutes while Mr Schmidt was being located.

Mr Ainslie stated that it would be unfair for members to make decisions when they had not been present for Mr Schmidt’s initial briefings. The members who had been present at the briefing, especially those from the PAC, were not present at the current meeting.

The Chairperson stated that the relevant Departments would be contacted on the matter. She proposed that the meeting be concluded on the 18th of November and notices should go out in good time.

The meeting was adjourned.
