Tabled Committee Reports

The Portfolio Committee on Public Service and Administration met on the virtual platform to consider and deliberate on its Budget Vote reports for the Department of Public Service & Administration, the Public Service Commission, the National School of Government, the Department of Planning, Monitoring & Evaluation and Statistics South Africa.

All Budget Vote reports were adopted with minimal amendments made.

The Democratic Alliance reserved its vote on the reports, while the Economic Freedom Fighters objected to the adoption of the reports.

Meeting report

The Chairperson greeted the Members, the Committee’s research team, support staff and media.

The Committee Secretariat announced the apologies submitted by Ms R Komane (EFF) and Mr Inkosi R Cebekhulu (IFP). The latter indicated that he was experiencing network challenge.

Committee Budget Vote reports

Report of the Portfolio Committee on Public Service and Administration on the APPs 2022/23 and the Budget Vote 11 of the Department of Public Service and Administration

 Mr Mlungisi Biyela, Committee Content Advisor, took the Committee through the report.  

No amendment or changes to the report were proposed.

The Democratic Alliance reserved its vote.

 The Economic Freedom Fighters objected to the report.

The report was adopted.

Report of the Portfolio Committee on Public Service and Administration on the APPs 2022/23 and the Budget Vote 07 of the National School of Government

 Mr Biyela took the Committee through the report.  

No amendment or changes to the report were proposed.

The Democratic Alliance reserved its vote.

 The Economic Freedom Fighters objected to the report.

The report was adopted.

Report of the Portfolio Committee on Public Service and Administration on the APPs 2022/23 and the Budget Vote 12 of the Public Service Commission,

Mr Biyela took the Committee through the report.  

Mr J McGluwa (DA) suggested that footnotes should be inserted for all the acronyms and abbreviations in future reports. This will enable readers to have a better understanding of the Committee’s reports and work.

Ms M Ntuli (ANC) was uncertain of the phrases that were used in Point 8.2 of the report, and suggested that they be rephrase to make the sentence sound grammatically correct. However, she agreed that the content about the filling of vacancies in 8.2 was a true reflection of what had transpired in that meeting, but she was more concerned about that grammatical error.

Report of the Portfolio Committee on Public Service and Administration on the APP 2022/23 and the Budget Vote 14 of Statistics South Africa

The Committee was taken through the report.

No amendment or changes to the report were proposed.

The Democratic Alliance reserved its vote.

 The Economic Freedom Fighters objected to the report.

The report was adopted.

Report of the Portfolio Committee on Public Service and Administration on the APPs 2022/23 and the Budget Vote 9 of the Department of Planning, Monitoring and Evaluation

The Committee was taken through the report.

Mr McGluwa indicated that the report should clearly state in section 9.13 that the entities did not want to merge, and that the Committee had noted the objection by the entities on their position for the merger.

Mr McGluwa said that the report needed to add on point 9.14 to include the exit of employees in strategic positions leaving for greener pastures for better salaries. The departure of those employees can be attributed to the instability of the organisation.

 The Economic Freedom Fighters objected to the report.

The report was adopted.

The Chairperson reminded Members that the Committee would convene its next meeting on 18 May.
