SUMMARY
The Committee adopted their minutes of meetings held between February and March 2005, with minor amendments. The Chairperson raised the postponement of the Committee trip to France, the Memorandum of Understanding between the Minister of Education and the Minister of Sport and Recreation, the Rugby Transformation Charter and various local and provincial trips to be undertaken by the Committee in the near future. The budget report presented by the Deputy Minister would be considered at the next meeting.


MINUTES
The Chairperson said that the draft report on oversight was a subject for debate and that each tour undertaken by the Committee should be reported to Parliament. The Committee had taken all issues around the budget into consideration. A report presented to the Committee by the Deputy Minister on the budget would be considered at the next meeting.

The Chairperson then raised the issue of the upcoming Committee trip to France. The scheduled date of the trip would have to be moved forward to 1-10 June. Although nine Members could be accommodated on the tour, the Chairperson had decided to alter the figure to eight as the breakdown of this number would allow for a more equitable representation of minority parties. He asked Committee Members to propose names urgently. The purpose of the tour was to establish how the French had made their stadiums so successful.

The Chairperson continued that Members should go on fact-finding missions to rugby and soccer matches to ascertain safety conditions at stadiums. The Committee needed to look through the Memorandum of Understanding between the Minister of Education and the Minister of Sport and Recreation that stressed the importance of physical education in schools.

Reverend M Khumalo (ACDP) asked whether the Committee would discuss the Rugby Transformation Charter.

The Chairperson said that his only knowledge of the document was through newspaper reports. The Committee should be briefed on the issue. He then raised the issue of the proposed Committee visits to various provinces, starting with the Western Cape. The dates for this province would, however, have to be moved forward as that MEC would not be available to the Committee on the proposed days.

Mr A Mlangeni (ANC) thought that Parliament might go into recess earlier this year and that this might affect the tour of the Western Cape.

The Chairperson asked that opposition parties, in particular the DA, bring any opposing opinions to his attention. Mr T Lee (DA) said that he would have to caucus with his Party before this would be possible.
