Meeting Summary

A delegation from Parliament, comprising Members from different Committees, were informed about the itinerary for their inspection tour to all the host cities. The main purpose of the tour was to assess the country’s overall state of readiness when it came to the hosting of the World Cup, with specific focus areas being the football pitch conditions, transport infrastructure and networks, security, health and energy. Members were satisfied with the programme and adopted it without any amendments.


Meeting report

Itinerary for Inspection Tour
The Chairperson addressed Parliament’s World Cup Task Team, which comprised of Members from the Portfolio Committee on Transport, Police, Sports, Health and Energy. He informed Members informed about the itinerary for their inspection tour to all the host cities. The main purpose of the tour was to assess the country’s overall state of readiness when it came to the hosting of the World Cup, with specific focus areas being the football pitch conditions, transport infrastructure and networks, security, health and energy. Parliament had a responsibility of ensuring that the country was ready to host the best ever FIFA World Cup tournament

 

The programme of the Committee was structured to begin on the 5 April. All Members would check in at the Southern Sun (OR Tambo) Hotel, wherein briefing for all delegates would take place. On the following day, Members would interact with the Airports Company of South Africa (ACSA) officials and eventually carry out an inspection of the OR Tambo airport to assess that facility’s state of readiness. Lunch would be held in Johannesburg, where a further briefing by the City’s Metropolitan Council would be done. The briefing would basically touch on the state of readiness in the area of infrastructure, services such as water, electricity supply, safety and security, health facilities and disaster management. A visit to Soccer City Stadium would also be conducted before delegates returned for debriefing at a selected hotel.

7 April
Delegates would be divided into four groups. Group 1 would do a road construction inspection. Key focus areas would be construction projects such as the Gautrain, road network to the stadia, taxi industry state of readiness, parking at stadiums and the impact of the Bus Rapid Transit System. Group 2 would look into the hotel and tourism sector. Focus area would be the conditions of the rooms, safety issues and SMME support services. Group 3 would look into Stadiums and base camps for visiting teams. Focus areas would also include safety measures, parking facilities, power supply, quality of the pitch (grass), and emergency/disaster management. Group 4 on the other hand would do an inspection of clinics and hospitals in and around the city. The day would be concluded by a debriefing session in the evening and splitting of delegates into two groups.

8 April
Group one would fly to Bloemfontein. A repeat of inspection activities done in Johannesburg would be done in Bloemfontein. After a debriefing session, delegates would return to Johannesburg that same evening to sleep over at OR Tambo.  

9 April
Group two would fly early in the morning to Polokwane airport to do an inspection of the city. The inspection would be structured in the same manner as was done in Johannesburg.

Discussion
Ms R Bhengu (ANC) said that it would be important for the delegates to meet with various taxi associations and engage with them about their role during the event.

Mr B Kompela (ANC) said that the programme was perfect and proposed that it be adopted as it was presented. He added that arrangements were being made with the South African Football Association to organise national soccer team t-shirts for all the delegates

The Chairperson agreed that it would be much appreciated if Members were to do their inspection visits wearing Bafana Bafana soccer jerseys. There would be soccer tickets available as well for Members who wanted to watch the ongoing Telkom Cup finals.

Mr G Schneemann (ANC) supported the move to adopt the programme but said it would be interesting to know what formula was going to be used for splitting delegates. Was there a chance that certain Members would be assigned to their constituencies where they already knew the state of readiness?

The Chairperson said he, together with delegates team leaders would look into such issues which Mr Schneemann was raising when they met to finalise the logistics of the programme.

The programme was adopted without any amendments to it
