Tabled Committee Reports

The Standing Committee on Appropriation convened on a virtual meeting for its final meeting of the year. In the meeting, the motion of desirability on the 2021 Adjustments Appropriation Bill was adopted. This was followed by the consideration and adoption of the Committee Reports on said Bill and the 2021 medium Term Budget Policy Statement. The Adjustments Appropriation Bill provides for increases to allocations set out in the main Appropriation Act of 2021. With the report, the Standing Committee recommended the Bill be adopted without amendments.The DA objected to all three items

Meeting report

The Chairperson greeted Members in attendance and indicated that the meeting may proceed.

The Chairperson outlined the meeting agenda for the day.

The Committee received apologies from Mr M Shaik-Emam (NFP) and Ms N Hlonyana (EFF).

Motion of Desirability on the Adjustments Appropriation Bill [B20-2021]

The motion was adopted. The Democratic Alliance objected to the adoption.

Report of the Standing Committee on Appropriations on the Adjustments Appropriation Bill [B20–2021]

On Point 7.3, it was proposed that Presidential Management Office should be added to the sentence.

The Committee report on the Bill was adopted. The Democratic Alliance objected to the adoption of the Bill.  

Report of the Standing Committee on Appropriations on the 2021 Medium Term Budget Policy Statement

On Point 10.1, it was proposed that Presidential Management Office should be added to the sentence.

The Committee report on the 2021 MTBPS was adopted. The DA registered its objection.

Mr Z Mlenzana (ANC) wanted to know the name of the Member from the DA who brought forward the objection in case the DA backtracked on its decision at a later stage.

Mr A Sarupen (DA) clarified and stated that it was him that brought forward the objection.

The Chairperson concluded that after the adoption of the Bill, there would be a debate in the National Assembly Friday.

Adoption of outstanding minutes

The meeting minutes dated 1 December 2021 and 3 December 2021 were adopted.

As it was the last meeting of the year, the Secretariat informed the Committee that the management at Parliament would need the committee programmes for the first quarter of 2022 soon - he would communicate with Members accordingly.

The Chairperson thanked Members for their diligent work and their respectful and robust engagements on the various Bills that had been brought forward to the Committee. He thanked the team at National Treasury for assisting the Committee to make informed decisions. He also thanked all other government departments and ministers who always appeared before the Committee when asked.  

Mr O Mathafa (ANC) commended the Chairperson’s leadership and the Committee’s excellent work in 2021.
