Meeting Summary

The Committee held its first meeting of the sixth term of Parliament to elect its Chairperson.

The Committee Secretary called for nominations for the position of Chairperson from Members. A DA Member nominated Mr C Hunsinger (DA) for the position. An ANC Member nominated Mr M Zwane (ANC) for the position of Chairperson.

Upon voting by a show of hands, Mr Hunsinger received three votes and Mr Zwane six. Mr Zwane was subsequently duly declared the elected Chairperson of the Committee.


The incoming Chairperson said he was humbled by being afforded the opportunity to serve in the capacity of Committee Chairperson. He implored Members to work as a team rather than contesting each other all the time. The Committee should discharge its duties to the best of its abilities going forward.


The Committee would receive a briefing from the Department on its 2019/20 budget and annual performance plan the next day.

Meeting report

Ms Valerie Carelse, Committee Secretary, welcomed everyone to the Committee’s first meeting of the sixth term of Parliament. She stated that she would invite nominations for the position of Chairperson and there would be voting in the event that two or more nominations are received.

Call for nominations
Ms Carelse called for nominations for the position of Chairperson from Members.

Mr T Mabhena (DA) nominated Mr C Hunsinger (DA), who he stated was a seasoned and experienced politician, for the position. He added that it would be imperative for the Committee to elect an individual with impeccable integrity as the transport portfolio is of strategic importance. The Committee would have to elect someone without a cloud hanging over their head.

Mr Hunsinger seconded himself and accepted the nomination for the position of Chairperson.

Ms Carelse pointed out that having a nominated Member seconding him/herself was unusual but would have to check parliamentary rules if this was in order.

Mr L McDonald (ANC) nominated Mr M Zwane (ANC) for the position of Chairperson.


Ms N Tolashe (ANC) seconded.


Mr Zwane accepted the nomination.


Voting for Committee Chairperson
Ms Carelse put the nominations up to a vote, and indicated voting would be by show of hands.
Mr Hunsinger received three votes for the position of Chairperson.
Mr Zwane received six votes, and was duly declared the elected Chairperson of the Committee.


The incoming Chairperson said he was humbled by being afforded the opportunity to serve in the capacity of Committee Chairperson. He implored Members to work as a team rather than contesting each other all the time. The Committee should discharge its duties to the best of its abilities going forward.


Mr Hunsinger congratulated Mr Zwane for being elected Chairperson and agreed that the Committee should focus on the work at hand given the many challenges confronting the country. Members should focus on the task mandated to them by the citizenry. The DA would offer much needed constructive criticism and looked forward to working with the incoming Chairperson during the parliamentary term.


The incoming Chairperson highlighted the draft Committee programme for the week. The Committee would receive a briefing from the Department on its 2019/20 budget and annual performance plan the next day. He thanked everyone for their attendance.
