Election of the Chairperson

The Committee Secretary called for nominations for the position of the Chairperson of the Portfolio Committee on Women in the Presidency.

Ms P Bhengu (ANC) nominated Ms Thandi Memele to be the Chairperson.

Ms G Tseke (ANC) seconded the nomination of Ms Memela.

Ms Memela was elected as the Chairperson.

The Committee Secretary read out Rule 129(2) which applied to the functions of the Chairperson of the Portfolio Committee in terms of Rules of the National Assembly: “The Chairperson subject to other provisions of these rules and the direction of the Committee, (a) presides over the meetings of the Committee, (b) may act in any matter in behalf of and in the best interests of the Committee when it is not practical to arrange a meeting of the Committee to discuss that matter if the matter concerns, (1) a request by a person to give evidence or make oral presentation to the Committee, (2) any other request to the Committee, (3) the initiation of any steps or decision necessary for the Committee to perform its function or exercise its powers, (c) performs the functions tasks and duties, and exercise the powers that the Committee resolutions of the assembly and legislation may assign to the Chairperson, in the event of the equality of votes in any question before the Committee, must exercise the casting vote in addition to the Chairperson’s vote as a Member”.

The Committee Secretary called upon the Chairperson of the Committee to take her seat as the Chairperson of the Portfolio Committee on Women in the Presidency.

The Chairperson thanked committee members for their faith in her to lead the Committee and hoped that they would be pulling together and work diligently to ensure that the plight of women was dealt with amicably. All Members would be notified in due time of the programme they would dealing with. She would ensure that their meetings were properly scheduled and Members get the necessary information in time.

Ms D Robinson (DA) said that she was glad to be back in that Committee and congratulated the new Chairperson. She echoed her words that the plight of women was very important. They should stand together and work on the issues of disadvantage, patriarchy and the challenges that face young women generally and they would certainly work together going forward.

She asked what the scope of the Committee would be since other members were fairly new to the Committee so a guideline would help them.

Ms C Dudley (ACDP) congratulated the Chairperson on her appointment.

Ms L Van der Merwe (IFP) extended her congratulations to the new Chairperson and said she was looking forward to working with the Chairperson and her colleagues.

The Chairperson thanked the Members for their remarks. She informed the Committee that they were going to be meeting with Minister Susan Shabangu to work on the programme and as already promised, each Member of the Committee would be notified of the way forward.

Ms P Chueu (ANC) introduced herself to the Committee and said she was looking forward to working with all the Members of the Committee.

The Chairperson said that it would be proper that all Members of the Committee introduce themselves.

Ms P Boshielo (ANC), Ms M Lesoma (ANC), Ms Tseke (ANC), Ms Bhengu (ANC), Ms P Ntobongwana (EFF), Ms N Marchesi (DA) introduced themselves and most of them said they were looking forward to working with all the committee members.

The Chairperson said that they had started on a good note and hoped that the light would shine in terms of their work going forward.

Ms Dudley asked whether they were going to meet on Tuesdays or Wednesdays because some Members were attending other Committees and in the last Parliament this Committee met on a Wednesday.

The Chairperson responded that Members should remember that this Committee was a directive from the Presidency. She would meet with the Minister and as soon they had deliberated, she would notify everyone.

Ms Robinson said that the Chairperson should request that the Minister meet with the Committee so that they could get to know her as a person and develop a relationship.

The Chairperson said that that was a wise suggestion. They would need to look at the Minister's diary to check her availability.

The Chairperson thanked all Members and said she was looking forward to working with them.

The meeting was adjourned.
