Chairperson, I hereby give notice that at the next sitting of the Council I shall move:
That the Council -
1) notes with utter dismay the appointment of former Mayor of Cape Town, Dan Plato, as the new Member of the Executive Council, MEC, for community safety in the Western Cape province;
(2) further notes that Dan Plato is notorious for instructing and leading the Metro Police to open fire on the residents of Hangberg in September 2010 where at least two people lost an eye each after being shot at close range, leading the charge to remove the "Kaapse Klopse" [Cape Minstrels], informal traders and homeless people out of the City of Cape Town; and
(3) takes this opportunity to express its serious apprehension and discontent with the appointment of the hot-tempered Dan Plato to be the face of the police in the Western Cape province.
Chairperson, I hereby give notice that at the next sitting of the Council I shall move:
That the Council -
1) notes that the Western Cape provincial cabinet is an all-male outfit again after the Premier of the Western Cape and Leader of the Democratic Alliance, Premier Helen Zille, made cosmetic changes to her cabinet to fill the vacancy left by the DA's mayor elect and former Member of the Executive Council Patricia de Lille;
2) further notes that Premier Helen Zille's cabinet reshuffle takes place after much hype about the DA's commitment to the principles of gender equality and nonracialism and misguided innuendos about the DA's intention to effect a drastic cabinet reshuffle to make space for more women and black people; and
3) takes this opportunity to condemn in the harshest possible terms the utter disregard for women, particularly coloured and black women, by the Democratic Alliance and its leader Premier Helen Zille who, as a woman, has shown the most repulsive form of female chauvinism and marginalisation of the progress that our country has made in dismantling the legacy of gender discrimination and disregard for women as capable and able public leaders.
I hereby give notice of a motion on behalf of the DA:
That the Council -
1) notes that it is unacceptable that government paid more than R430 000 over 14 months to hire cars for the Minister of Public Works;
2) further notes that Minister Mahlangu-Nkabinde said she had hired cars on three occasions at a cost of R47 000, between November 2010 and April 2011; and
3) requests answers as to what types of vehicles the Minister used and also for how long the cars were hired on the three occasions mentioned.
Hon Chairperson, on behalf of the DA I hereby wish to give notice that at the next sitting of this House I shall move:
That the Council -
(1) notes that it is World No Tobacco Day today;
(2) further notes that, in South Africa, 44 400 deaths a year are related to smoking, three times more than road accidents;
(3) realises that this is equivalent to about 120 people dying every day;
(4) acknowledges that smoking causes cancer, particularly lung cancer, emphysema, heart disease and can shorten your life by 10 years or more; and
(5) requests members to please give up if they want to keep their good looks and save lots of money.
On behalf of Cope I hereby give notice that at the next sitting of the House I shall move: That the Council -
1) notes the incident involving Jon Qwelane, the SA Ambassador to Uganda, who was found guilty this morning in a court of hate speech against gay and lesbian people, a minority group protected by law in this country;
2) further notes the embarrassment to the country for being represented by such a person; and
3) insists that the government reconsider the secondment of such kinds of dignitaries to represent the country.
I give notice on behalf of Cope that at the next sitting of the Council I shall move:
That the Council -
1) notes the crippling of the community services directorate of Ngaka Modiri Molema municipality in the North West by the attachment of its assets;
2) further debates the financial and legal woes betiding the municipality;
3) acknowledges the need for the investigations to come to a solid conclusion in order for the municipality to settle the debt it owes to various individuals; and
4) realises the urgent need to put in place expeditious mechanisms to reinstate services to the indigent.
