Furthermore, it is not ready yet to assume legislative powers due to the notion of sovereignty, which is still very strong among African states. Therefore, at the level of the AU Assembly and within the context of the current national constitutions, it cannot be said that the decision-makers are ready to give the PAP full legislative operation. Accordingly, the report of the consultant proposed that the PAP be given limited legislative powers, together with a definitive role for the PAP in the adoption of treaties and agreements. It is the view of the consultant that the granting of legislative competence to the PAP should follow the degree to which there is emerging consensus and acceptance among AU members and African peoples of the issue.
