In line with the Public Finance Management Act 1999 (Act No I) that all government departments and State Owned Entities (SOEs), the Department of Communications is in the process of ensuring that all the SOEs under it submit their annual reports for the financial year 2012/2013. Amongst these SOEs is ZADNA, which was established by Parliament under the Electronic Communications and Transactions Act in 2002. Regrettably, ZADNA is not able to submit its annual report due to the fact the organisation has started generating revenue from the co.za domain and therefore generally accepted Accounting standards stipulate that this new source of revenue requires additional audit measures to be undertaken beyond ZADNA's financial records to include an audit of IT systems of the ZA Central Registry (ZACR). The systems audit is meant to confirm the reliability and integrity of the applicable ZACR IT systems from which domain name fees payable to ZADNA are determined.
