Mr Mahlangu joined Parliament on 27 April 1994 and became a member of the Senate and Member of the Constitutional Assembly. He became a member of the Select Committee on Public Services and Administration and Provincial and Local Government until 1997 and member of the Auditor General's Commission. In 1997 he became a member of the Mpumalanga Provincial Legislature and served as Chairperson for Finance and the Ad-Hoc Committee for the Mpumalanga High Court until 1999. From 1999 to 2001 he was a member of the NCOP and Chairperson of the Select Committee on Security and Constitutional Development. He was a Member of the Magistrate's Commission and Chairperson of the Magistrate's Commission of the Western Cape and North West, 2001 to 2004, and Chief Whip in the Mpumalanga Legislature. From 2004 to 2007 he served as the MEC for Local Government and Housing in Mpumalanga, 2007 to 2008 MEC for Sport and Recreation and Arts and Culture, 2008 to 2009 MEC for Finance, 2009 to 2011 MEC for Economic Development and Tourism and in 2004 to 2011 he was the Leader for Government Business in Mpumalanga. From 2011 to 2014 he was the Chairperson of the Public Works Roads and Transport Safety and Security Committee in the Mpumalanga Provincial Legislature.
