Phillip Dhlamini was born on 17 December 1951 and later became a Member of the PAC and its military wing, APLA. He is the current elected National Chairperson of the PAC. He is a former trade unionist and served as secretary for legal affairs of the PAC from 1989 until December 1990. In 1996 he was the Deputy Chairperson of the APLA Military Veterans Association, integrated into the SANDF and ranked Warrant officer class 1 in March 1996 and successfully challenged the SANDF in the North Gauteng High Court. He subsequently ranked Colonel. He did his senior military staff course in 2007 at the South African National War College and is presently also an LLB student at the University of Limpopo.
