Whether the newly established SA Correctional Services Workers’ Union (SACOSWU) is allowed to (a) enter the premises of his department to (i) address and (ii) recruit members during office hours and (b) convene meetings with officials during office hours; if not, why not; if so, (aa) since when and (bb) what is regarded as after-hours as services in his department are rendered 24/7?
