Ms N P Gcume (Cope) to ask the Minister of Social Development:
Whether her department had significantly reduced dependency on (a)
consultants, (b) agencies and (c) outsourced services in order to effect
savings of more than R50 million per annum over the MTEF period; if not,
why not; if so, what (i) actual savings have been achieved and (ii) are the
further relevant details in each case? NW15E
Reply:
(a) (i) and (ii) . Yes, the Department has reduced its dependency on
consultants by 28% (R13.3 million) from R47.9 million in
the 2008/2009 financial year to R34.6 million in the 2010/2011
(as at January 2011) financial year. The services of consults
are still utilised where spesialised skills and expertise are
required as well as when additional capacity is required for
large and complexed projects.
(b) (i) and (ii) Yes, the Department has reduced its dependency on
agencies by 59% (R0.6 million) from R1 million in the
2008/2009 financial year to
R0.4 million in the 2010/2011 (as at January 2011) financial
year. Agencies are still utilised for services such as
travel, accommodation and transport arrangements.
(c) (i) and (ii) No, the Department is still dependent on outsourced
services. The services that are outsourced are regarded as
mandatory services (eg cleaning services, security services,
maintenance services) and new contracts were concluded during
the 2009/2010 financial year.
