My short follow-up question is whether I would be correct if I said that the National Director of Public Prosecutions would be more vigilant in relation to the prosecutions in the lower courts than in the High Courts. This is because in the lower courts you will find that the prosecutors are more junior or inexperienced than in the case of the High Courts where you find senior advocates prosecuting.
