Metro Police and the South African Police Service

My understanding is like this: the Metro Police and the SAPS has the same powers according to sect 205 of the Constitution. The Metro dont have investigating powers. If the Metro resorts under sec 64 of the SAPS Act then they should have investigating powers. Shouldnt they? I think so. It will ease the heavy docket burden of the SAPS.

I think the SAPS should shake-up their rank structure. This what I think:
1. Make early retirement at 50 and normal retirement at 55. Why? Because at 50 a police official is already "old" and pass their "work-by-date". Give them a "golden handshake". Make sure every cop has a government house and a car on retirement. This to thank them for being loyal. Remember loyalty medals and verbal "thank you for dong a great job" and thank you testimonials don't pay the bills or buy bread. And structure the salaries and benefits of the SAPS and Metro the same way. Even the rank structure.
2. Have the following rank structure cause the SAPS will have less expenses. Currently there to many of the same ranks getting paid high salaries for doing very little to none.
Have the following: 1 National Commander: Chief-General ( all traffic chiefs, law enforcement chiefs and metro chiefs answers to him or her). 1 Brigadier General National level ( he/she the second in command to the National Commander: Chief-General, admin heads will be colonels doing admin with public admin staff). 1 lieutenant General National Level ( he/she second in command to the Brigadier General. Admin staff is colonels and admin clerks). 1 major general for each of the 9 provinces (they will oversee each province). 1 Brigadier for each of the 9 provinces( the brigadier is the secind in command to the major general. The 1 Brigadier of each province will oversee all the station commanders of the police stations in that province. 1 colonel as station commander per police station. 1 lieutenant colonel per police station ( he/she will be the second in command of the colonel and oversee the major) 1 major per police station who will oversee the different sections like crime prevention.detectives.social crime.vispol) 1 captain per section, like a captain for crime prevention and detectives etc but onky 1 per section). 1 lieutenant per shift as shift commanders at a police station. 3 warrant officers per shift 1 warrant officer for vehicle patrols..1 warrant officer for foot beat..1 warrant officer to work in the charge office. 3 staff sergeants (second in command to the warrants). 3 lance sergeants(second to the staff sergeants). 60 constables per shift at police station.. 20 to drive and patrol.. 20 to walk foot beat and 20 do work in the charge office helping the community.

If any rank wants to be promoted to the next rank, eg. Constable wants to become a lance sergeant this what must happen.

3 lance sergeant post available. Criteria must be minim 5 years in the police. No criminal record. Clean disciplinary record. Clean absenteeism record. Productive score of 4. Candidate will under go Lance sergeant Exam. intensive interview. Intensive Physical training and obstacle course.

This goes for all ranks.
If a constable or a sergeant wants to become a detective sergeant they must also apply for a post. I believe detective ranks must start at staff sergeant.

3 staff sergeant post available at the Detective Service.Criteria must be minim 5 years in the police. No criminal record. Clean disciplinary record. Clean absenteeism record. Productive score of 4. Candidate will under go Detective sergeant Exam. intensive interview. Intensive Physical training and obstacle course.

This must also be at the Metro Police and traffic department. Or something similar.

3 staff sergeant post available at Metro Police and Traffic Police Criteria must be minim 5 years in the SAPS or Metro or Traffic Police. Certificate in Investigation/police etc. No criminal record. Clean disciplinary record. Clean absenteeism record. Productive score of 4. Candidate will under go staff sergeant Exam for the applicable section. intensive interview. Intensive Physical training and obstacle course.

Make overtime available. Its a waste of time to recruit 5000 new recruits per year..whereby 4000 of the 5000 are drug users or gang members.
Remove your recruitment from your recruitment departments. Let private companies recruit the new recruits( you will have less corruption). New recruits must undergo an intensive physical training and opstacle and exam course.

Give your old police official a golden handshake..especially the old warrant officers. And sergeants and captains. Let them go to make place for a better police.

Remove units like amaBaretta TRT and CAT and PSS. Your intervention unit can take over the duties of PSS. Keep the task force and riot squad. Bring back your gang unit.

Promote your admin clerks according to their Public act ranks from level 1 to level 12. Allow them to apply for police ranks but they must undergo the same requirements for promotions physical training etc.
Put your police and public act under the same disciplinary code.
