IPID implementation of Sec 23

Dear Portfolio Committee on Police,

IPID investigators requested the Labour Court's intervention with regards to IPID investigators not being paid equal to their SAPS counterparts as per Sec 23 of the IPID ACT 1/2011. With reference to J1424/2018- JHB Labour Court.

The Employer has misled Parliament and the Portfolio Committee of Police on many occasions concerning Sec 23. They informed you that they have implemented the conditions of Sec 23. What the Employer has done, was to pay each employee a 1.5% pay progression in 2018, they called this first phase implementation. We are still short of the equivalent SAPS salaries by more than R30 000 - R 60 000 per year. Our medical aids have not been matched to that of SAPS and our pensions difference of 3% have not been paid in.

The Labour Court ruled in August 2019 that the Employer has 3 months to implement Sec 23 retrospectively to 2012. The employer has not done this. Can we allow the employees to be punished for maladministration at IPID. We only want what is rightfully ours.

The Employer failed to give the Labour Court it's final feedback on 20 November 2019 and is now running circles around the unions and its investigators.

Your urgent intervention in this regards is needed. If we allow IPID to deliberately withhold the funds, it will create a backlog funding situation where ordinary citizens will have to pay up for IPID's management's reluctant to do what is right now.
