Dear Portfolio Committee on Defence and Military Veterans,

I have arrested the decline in critical capabilities through immediate directed interventions as mandated by an Act of Parliament.

In executing this order in accordance with the Code of Conduct for Uniformed members of the SANDF, I am enslaved and my children are subject to maltreatment, neglect, abuse or degradation. I have lost everything owed to corruption defeating the ends of justice and betraying or hurting the future existence of our Republic and democracy.

The decline in critical capabilities is in the Judiciary, the national executive and the legislature. These are the three pillars of state which plays a critical capability of the advancement of our future as a nation.
It is important to remember the instruction given and the level at which such instruction was given.

The national executive took all my personal belongings while I was busy arresting the decline. The judiciary denied me my rights enshrined in the Bill of Rights, including separating me from my children one of whom is 14 years old and I have not seen for almost the past four years, and the other is 11 months and am bared from caring for her since she was born. Therefore, the maintenance court does not apply to me for simply arresting the decline in critical capabilities through immediate directed interventions. People are lying saying that they are helping me while all they do is running away from accountability. Coercing me to believe that I am on a journey to no where like the Honourable Kobus Marais has openly stated in his email to me when I asked the Democratic Alliance to help me table before the National Assembly and report in terms of the Defence Review.

I said the following on my WhatsApp and facebook page when addressing the fact that my emails are blocked to the secretary of the portfolio committee on defence "The authority that ordered me and all soldiers to Arrest the decline in critical capabilities through immediate directed interventions πŸ€·πŸΎβ€β™‚πŸ€žπŸΎ let's just only focus on the truthβš– personalities aside, what do you expect Parliament to do when the law it passed is not followed πŸ€·πŸΎβ€β™‚ this is a national crises affecting us all, bcoz what Parliament is saying is that it does not care about it's own instructions and the citizen of the Republic of South Africa. My children are not me. Don't confuse that. My children as your children are our future πŸ‡ΏπŸ‡¦πŸ€žπŸΎ and you say Parliament means what it says when it talks about eradicating poverty. The chose to think that I went to Cyril Ramaphosa and gave him my car keys and personal belongings πŸ€·πŸΎβ€β™‚. Don't dwell on small things when dealing with me, look at the bigger picture if you understand Levels. I did not choose for Parliament to block me or refuse to believe that in 2014 I was already working for the SANDF when the instruction to arrest the decline cameπŸ€žπŸΎβš– Or am I lying πŸ€·πŸΎβ€β™‚πŸ‡ΏπŸ‡¦"

Many believe that I am discharged from the Military and when I ask the grounds thereof , the national executive, the judiciary and the legislature do everything in their power not to grant me a fair and legal treatment. They make as if they have nothing to do with the matter and are not critical capabilities of state.

It is true and correct that I am unable to proceed with Milestone 2 of the Review 2014 to reballance and reorganize the defence force as a foundation for future growth. Corruption may not be included in the foundation going forward if we are serious about the future of our Republic and it's democracy.

Where do I secure accountability, transparency and sound management of revenue and assets of our Republic if the judiciary, the legislature and the executive are not true to their oath of office.

I want to be able to buy my children clothes and care for them like any father should, especially given the fact that I grew up without a father. The mandate to arrest the decline in critical capabilities through immediate directed interventions caused me not to do this.

I have a clean discipline record.

I am now left without even my pension after serving my country and it's people with loyalty and pride for 16 solid years and Vice Admiral Hlongwane left me with only a cold whether jacket to live in the streets of Cape Town as ordered by the President.

I need your help to give effect to the terms of section 198 (d) of the Constitution and hold Parliament and the national executive to their authority relative to national security, as this matter includes all people in the Republic and the world at large.

To live and struggle for freedom in South Africa our land is enslaving the entire nation. As the national anthem is prayer to God for what we actually want, and all that we are saying to God is that we do not want freedom, but we want to strive for it. Strive means to struggle, try, endeavor, but shall never mean to get something. And in terms of section 4 of our Constitution, the President must proclaim a new national anthem less the terms "let us live and strive for freedom in South Africa our land ". We are 25 years in a democratic Republic, and yet we still wish for freedom and don't want it. Why is that if we are not slaves begging God every day to strive for freedom and not actually have it. We have neglected the meaning of the word "strive" , I too have neglected it until I was taught by the judiciary the true meaning of words and how they apply on our daily lives. Moving fast forward, you cannot expect me to teach my children to live and struggle for freedom in their land as I have done, that would mean that each of us made no difference in the future of all our children because of greed and selfishness. We forget where we come from, and now are endangering the future of our world by teaching our young to be slaves. We have the absolute power to stop this as a United Republic. I cannot do it alone.

I ask that my personal belongings in possession of Cyril Ramaphosa be returned to me as immediately as they were taken.

I did not choose my mandate, it was given to me. Please help me bring meaning to words for the betterment of our country and it's people.

I did not swear an oath I can't uphold, and I am true to my call of duty even after 16 months without salary, deprived of freedom arbitrarily or without just cause.

The court has made an order regarding my parental rights and responsibilities, all that must happen is for the Navy HQ to give effect to the order and pay my salary as I have never resigned from duty and because of that primary fact, I cannot go and lie to someone else in sought for employment, as such person is mandated by law to look into my background and shall find that I did not resign from work and no legal procedures was followed to satisfy the statutory requirements of section 59 of the defence Act.

I ask for peace to prevail in my life and in my family including all in my Republic and the Universe.

I demand accountability.

I request your assistance as Comrade in arms.

I am a Peace Officer as defined in law.

I take accountability for my own actions.

I demand that you remember the Code when it mandates all that "I will respect and support my subordinates and treat them fairly ". And then ask yourselves, is it fair that my relationship with the mother of my child is systematically being killed by all this arresting the decline everyday, as it has been since 16 July ever since I have attended to all needs of the mother of my daughter Alutha. Who is expected to attend to her needs if I am kept enslaved? Is killing my relationship with her in the best interests of our daughter Alutha?

This is what the judiciary, the national executive and the legislature does not give a damn about, after ordering me to arrest the decline in critical capabilities through immediate directed interventions.

What are orders if they are made unexecutable by the very people who gave them?

Why am I expected to believe that the judiciary with its inherent power, says it is not urgent when I put to it that my children are subject to maltreatment, neglect, abuse or degradation?

Why are all these platforms for help available on the internet, but no help comes?

Why are we being lied to by saying we are all equal before the law?

Please stop these lies. They will not help our children and their children's children. Think ahead relative to what you are all doing. For our children, I beg of you, please think.

Papa O Reng.

Dear Mr Mangolele
As you were previously advised your complaint was received and as per the Chair's instruction, it was referred to the Milombud for advice. We have requested feedback on the matter, but due to the lockdown most Departments are working remotely from their residences. We have reminded this office and will get back to you once feedback is received and the Chair issues instruction as per advise.

Apologies for the delay in resolution of the matter; you will appreciate that the current pandemic has hindered our working turnaround times.

Thank you
