Communicare (NPC) not for gain Locus Standi

Dear Portfolio Committee on Human Settlements, Water and Sanitation,

Citizens Housing League Utility Company was established in 1964 to build and provide housing for whites and their name changed to Citizens Housing League in 1981.The name of this apartheid housing agency changed their name to Communicare (NPC) not for gain, in 1990 and currently,has over 3300 social housing rental stock and undisclosed vacant land that was earmarked for social housing in the Western Cape which Communicare failed to declare to Our Current Government.

Communicare cannot provide historic written evidence that their name changed from the Citizens Housing League White Group nor can they provide historic written evidence that they hold property rights over their Social Housing property and land in their portfolio.

Communicare sold Social Housing property on the foreshore Cape Town,

Communicare is in the process of demolishing Welverdiend a Social housing rental complex in Rondebosch Cape Town,

Communicare is selling Social rental housing in Ruyterwacht in Cape Town,

Communicare is transferring social housing rental property and land
from Communicare (NPC) to a private Company called Good Find Property (Pty) Ltd and the CEO of Communicare is the sole executive Director of this company.

This has now resulted in the shrinking of Social Housing rental stock in Cape Town as Communicare declared themselves no longer a Social Housing Agency, yet they received funding through the Grown grant, housing grants and subsidies from our Government since 1994 and they were supported during apartheid

The City of Cape Town favoured Communicare to develop the Salt River Market for social housing by using their cross Subsidization rental housing model which proved to be a failure.Thousands of Communicare Tenant Beneficiaries currently face evictions and arrears in rent, with pending court case.

We request the Portfolio Committee,

To call on Communicare and their
Subsidiary, Good Find Property (Pty) Ltd to provide historic written evidence of their name change,the rights they have over the property and land in their portfolio.

That the Social Housing Regulatory Authority (SHRA) confirm that Communicare is a Social Housing Agency as they received financial and other support from Government prior to the enactment (establishment) of SHRA

Request Communicare to present their audited financial reports for the past five years

That the Portfolio Committee applies its powers to initiate a Forensic Audit on Communicare and a lifestyle audit on Communicare's CEO, Senior Managers and board members

That the Portfolio Committee use its powers to dissolve the Communicare board as there are no Tenant Beneficiary representation nor are there any stakeholders like the State represented on the Board

That the portfolio Committee initiate a process whereby the Communicare Tenant Beneficiaries receive the title deeds to their homes
