Dear Portfolio Committee on Higher Education, Science and Technology,
Dear Portfolio ComXamittee on Higher Education, Science and Technology

I wish to submit my concern about AET a program imperative to solve the current barriers to learning facing our learners nowadays. Because this program doesn't have any committed office in our Districts only assisted by willing staff who are not consistent as they also have their daily DBE duties is now strenuous and frustrating to us as people working with these learners who are trying to ensure they also have UMalusi certificate to benefit in the labour market as all vacancies from the cleaner nowadays requires Abet Level 4 Certificate, if they can't access these qualifications will mean increased number of unemployment and more Care Dependency Grant beneficiaries. It is therefore my plead to have a stand alone office in each district with full resourced hub offices run by it's officials with Full ABET Curriculum. Whilst there is a need for a speedy response to the policy development towards second chance to other learners, the same is needed for learners with barriers to learning in our Sector, they must also not be forgotten. Abet and Straggling are key relief to our delayed learners.

We are Beyond Limits Multipurpose and Skills Academy of Special Needs we have 15 Learners to register for AET Exams this year in November-December but we can't get any assistance to this regard from the DBE office responsible for DHET at District level, hence we suggest there be a stand-alone office fully responsible and functional where we will get Curriculum, currently we adapt Caps Curriculum to suit our inclusive classes. In 2019 when wrote L4 exams we managed to get one UMalusi pass certificate, one 4 learning areas, two one learning area each. This is an indication that given the opportunity at own pace learners with Barriers to learning can also benefit to our Employment Equity of 2-7%, thus eliviation to Care Dependency Grant, less burden to our Government of the day. NB: Labour markets require that one must have AET UMalusi certificate or Grade 10, where is an African Child if we don't include them in this program, It's the legacy we will all leave for our Sector and in building the second layer generation. I'm deferring this painful matter not for personal benefit but a concern and a life long relief of those with barriers to learning (at least those who are progressing) to benefit in the country's economy thus living a LEGACY in our time especially the revival of AET for better life of those progressive Learners through Straggled AET. ABET is not just anyway to have Matric certificate but an IMPARATIVE towards building a better person who is hollistically Independent and developed. Please assist my Honourable leadership an order from above will help speed up the registration of these Angels.
Abet the only vehicle to cater for an African Child who is delayed of different hindrances to learning and development. Our struggle and difficulties are known by all in the District when it comes to exams and registrations. I wish to have your assistance in this regard as we are stuck with the 15 learners to register, please assist my Honourable leadership 🙏😇🤔
