regular and unannounced visits to places of detention to prevent torture and ill-treatment including correctional centres, police cells, refugee centres, social care institutions and close psychiatric facilities.
The South African Human Rights Commission is the agreed Chapter 9 institution that will co-ordinate the NPM which may include other Chapter 9 bodies. The NPM will be funded by allocations from the Department of Justice and Constructional Development but, other departments should be asked be to add to the funding of this important body.
It is a small price that the country needs to pay for the progressive OPCAT and we should not be sidetracked by other details. This is for a good course. We need order and peace in the world. No member state must be allowed to engage in barbaric acts of torture in any part of the world. The NPM must be empowered to execute its responsibilities without any hindrance.
