This was confirmed by a number of the submitters, including the Legal Resources Centre that emphasised that the protection of women can only be effective if, at a minimum the suggested opt-out clause must not only be retained, but improved and its implementation ensured. Legal opinion as referred to by the earlier speaker and by both the department and parliamentary legal advisers confirmed that opt-out clause was constitutionally necessary. If everything is excluded the Bill will be unconstitutional.
