Hon Deputy Chair, as articulated by our forebears, personal liberties and freedom can only be guaranteed if judicial power is separated from legislative and executive power. The ANC has always advocated for separation of powers and an independent judiciary. The 52nd ANC National Conference resolved that the Chief Justice, as head of the judicial authority, should exercise authority and responsibility over the development and implementation of norms and standards for the exercise of judicial functions such as the allocation of judges, cases and court rooms within all the court systems and administration of courts, including any allocation of resources, financial management and policy matter relating to the administration of justice.
