Ms Rosalia Masefele Morutoa served as Chairperson of the Joint Multi-Party Women's Caucus from 2014 - 2019. She first became a Member of Parliament in 2000. A veteran ANC activist, she served in the movement's underground structures since 1965 and from there served in the Executive Committee of the Federation of South African Women (Soweto) and civic organisations in the 1980s. She has been part of the ANCWL NEC and also served in Executive Committees of ANC branches, regional and Provincial levels between 1990-1997. She holds high school and college certificates and received further training on Administration and Policy through the ANC political school.She also holds Certificates in Gender Equality Programmes.
