(1) Whether, in view of the Agricultural Policy Action Plan (APAP) 2015-2019 which refers to the inability of his department to manage commercial plantations on a sustainable basis due to a lack of funding to replant unplanted areas and in view of the proposed reforestation of 147 000 ha over an estimated period of 10 years involving, inter alia, the private sector and other funding agencies, the prospective partners have been identified; if so, how far has this process progressed; (2) what are the relevant details of the plan to reforest 147 000 ha over an estimated 10 year period; (3) why does the specified plan not include statistical data captured after 2012?
- Through the APAP as programmatic response to addressing agriculture, Forestry and Fisheries, my department is implementing forestry through partnerships as depicted in the answer to Question 2 below.
- The 147 000ha of land identified for reforestation is broken down as follows:
100 000 hectares (ha) of afforestation potential land in the Eastern Cape and KwaZulu-Natal as identified by the Forest Sector Charter of 2009.

Whether he has requested or will be requesting a seminar or bosberaad with departmental officials and private sector experts to understand the implications of the report of the International Labour Organisation released in February 2015, entitled Farm Workers’ Living and Working Conditions in South Africa: key trends, emergent issues and underlying and structural problems, and in particular to address the point that outdated assumptions and oversimplifications continue to fuel unhealthy polarisation in the perceptions and views of key players in agriculture; if not, why not; if so, (a) what are the relevant details and (b) when will he make a statement regarding the failure of the Government as highlighted in the specified report?
Although I am fully aware of the ILO study on farm workers living and working conditions in South Africa, the report that was issued in February 2015 was just a draft for input by affected stakeholders.
