With reference to President Jacob Zuma’s undertaking in his State of the National Address delivered on 12 February 2016, that the Government will set aside 30% of appropriate categories of state procurement for purchasing from small, Medium and Micro-sized Enterprises (SMMEs), co-operatives, as well as township and rural enterprises, what percentage of the total procurement of (a) his department and (b) every entity reporting to him went to (i) SMMEs and (ii) co-operatives from 1 April 2015 up to the latest specified date for which information is available?
(1) Whether the Office of the Inspector-General of Intelligence produced a report following an investigation into matters relating to the so-called covert SA Revenue Services intelligence unit; if not, why not; if so, (a) what is the title of the report, (b) what are the main (i) findings and (ii) recommendations and (c) when was the report completed; (2) whether the Joint Standing Committee on Intelligence (a) received a copy of the report and (b) were briefed on the report; if not, in each specified case, why not; if so, in each specified case, when?

Whether he has entered into a performance agreement with the President, Mr Jacob G Zuma, with regard to the implementation of the Medium-Term Strategic Framework (MTSF) 2014-2019; if not, why not; if so, (a) which key indicators and targets from the MTSF are reflected in the agreement, (b) how many performance assessments has he undertaken in consultation with the President since the agreement was signed, (c) what progress has been made in meeting the key indicators and targets from the MTSF, (d) what are the key obstacles to implementation and (e) what is the plan to address such obstacles?
(1) Whether he was present in the (a) convoy or (b) vehicle when the accident that killed Mr Hermanus van Schalkwyk occurred on the R33 road between Carolina and Amsterdam in Mpumalanga on 23 December 2015; if not, why not; if so, (i) what was his business in Mpumalanga on the specified day of the accident and (ii) why did (aa) he and (bb) the members of his protection detail allegedly flee the scene of the accident; (2) whether (a) he and/or (b) any member of his protection detail called the emergency services immediately after the accident occurred; if not, why not; if so, at what time did such a call take place?
Whether his department intends to (a) establish or (b) assist with the establishment of a press review panel in Parliament; if so, (i) when will the specified panel be established, (ii) what (aa) will the specified panel’s mandate be and (bb) criteria will be used in identifying persons who will constitute the specified panel and (iii) to who will the specified panel report to?
Whether, his department conducted any (a) security or (b) qualifications vetting process in respect of any member of the Parliamentary Press Gallery during the Fifth Parliament; if so, in the case of each person belonging to the specific group, (i) what were the reasons for the vetting, (ii) on how many such occasions has the specified vetting process taken place (iii) at whose request was the specified vetting done and (iv) what is the intended outcome of the specified vetting process.
Whether his department conducted a security vetting process in respect of any member of Parliament during the Fifth Parliament; if so, in respect of each specified Member of Parliament, (a) what were the reasons for the security vetting, (b) on how many occasions did his department do the security vetting process and (c) at whose request was the security vetting done?
Whether his department has (a) state security agents and/or (b) any other departmental staff stationed in Parliament; is so, in each specified case, (i) (aa) for how long has the specified persons been stationed in Parliament and (bb) when is their deployment period expected to end, (ii) under whose instruction and/or request were such persons deployed and (iii) for what purpose were they deployed
Whether his department conducted a security vetting process in respect of any Member of Parliament during the Fifth Parliament; if so, in respect of each specified Member of Parliament, (a) what were the reasons for the security vetting, (b) on how many occasions did his department do the security vetting process and (c) at whose request was the security vetting done?
a) Members of the Joint Standing Committee on Intelligence (JSCI) are expected to undergo the security vetting process in order to have Top Secret security clearance.
