BBBEE AT MULTINATIONALS ARE VERY SLOW

Dear Portfolio Committee On Trade and Industry,

Why do Multinationals dedicate to our government and what be done on Transformation yet our government gives them Tenders to transact in our country.

The last few years working at a multinational i have seen many Black top management resignations as the culture is not conducive to Transform . We have our Black Non - SA counterparts wanting to lead us to Transforming SA. But in our neighbouring countries we SA citizens will never tell them.

Multi nationals will change top management from one legal entity to the next . There Transformation plan that gets submitted to the Department of Labour and BBBEE plan does not align . The grading system is aligned to there international bands and we locals from SA do not get paid half the money they get. WHERE is equal pay for Equal Value. Some of us do two jobs and get paid for one . Multi nationals can be seen as introduction to the new slavery .
The Board members are not true to its fidicaury duties . This is just one key element that is not a priority element . i think all element on BBBEE scorecard is a priority and we need each element to readdress past and now present challenges .

Ownership with regards to Trust are setup that black people are represented by the Trustee but the voting rights and economic interest is decided on - How is that voting in the hands of black people . Yes the Commissioner is closing down on this as the intent for these Multinationals is to see how best they can delay giving black people power but each year they get points . Why is The ownership set up like ED - The substance over form did black people get the same benefit like shareholders. If the answer is no you should get no points for black voting. Skills development was an element that was open to misinterpretation . I believe that everything on this element must be linked to a payroll and it must be the payroll of the entity . Training Managers salary must reflect on the Measured entity Pay data - SETA approved letter Of WSP/ATR With pivotal plan. The Tracking Tool must be submitted of Learner Absorption and at every year you need to submit the tracking tool tool to be signed and stamped by the Verification agency . This will ensure learners are employed or absorp by industry [ Thanks to the amendments recently ]

Enterprise Supplier Development - The contract must indicate if they received the funds or did the 3rd party decide what help would they receive. just top up on the evidence

localization plans are truly hog watch as the spend money with ED/ SD QSE / EME but the companies are not been developed. Many say we developing in local skills but the skill set is there payroll and not in ED/SD suppliers . Make the plan real and have this signed by the CEO as a pre-requiste . If the plan is 3 years to achieve a local partner in a specific industry track - monitor and evaluate these plans as part of the cost is excluded from TMPS .

please drill more into this we can change our country ! Thank you
