Dear Portfolio Committee on Agriculture, Land Reform and Rural Development,

It also recommended that subsection (2)(c), which recommends the inclusion of an additional conveyancer and official in the Deeds Registration office, be removed from the Bill. The Department agreed with this recommendation. The Department further recommended that those two professions rather be moved to the Sectional Titles Management Advisory Board (STMAB). I highly support this recommendation as it might control the shift of ownership without the owner being aware.

The Legal Society also objected to the provision brought about by the amendment of Section 60 of the Act, which states that the body corporate must provide for the areas that will be delineated on a sectional title scheme prior to it being ceded to the owners. The Legal Society objected to this because it felt that it was never contemplated that the delineation of exclusive use areas would be a prerequisite for the transfer thereof that would place an additional responsibility on the owner. The Department indicated that this might not be lawful and recommended that it be removed. A very big applause to the Department to have this clause removed as these body corporates are doing everything as pleases them and not considerate of all who are unemployed. I have a stagnant issue which I have reported several times to Reynard Agencies in Newton Park, where the roof skirting flew with the wind the opening on the roof has been standing and rain water is coming through as a result we have to use buckets to protect water from running throughout the house each time when there is rain, already our lounge and Dept of Education laptop for the pilot centre was damaged. The wind as we speak is flowing inside, we are as if we are in a shack whilst I bought this apartment from my pension monies cash. Several inquiries have been submitted, to their office in vain, told different stories whilst the repairs thereof were claimed successfully. This has been the case since 2017 to date. Kindly advise my leadership as I don't know what else to do, I feel this has a racial effect because if this was another one of their pink colors would have been solved a long time ago, green flies push through to occupy the house, my levies account has been handed over several times - whilst no one is working full-time at home only myself who is depending on NPO contributions for stipends depending on lockdown or not and two part-time waitresses and a bouncer. I so wish that the Portfolio Committee can take strict scrutiny, monitoring and evaluations of these Boards and Trusty's filthy operations, as most of our Black missing middle and former employees, bought these apartments and sectional titles from these areas especially in P E securing homes for our kids with our last pennies to be ill-treated like this.

After concluding its deliberations, the Committee adopted the Sectional Titles Amendment Bill with amendments.
