"February means its budget month and when the Minister of Finance presents to government and the country the state of the country’s economy and expenditure projections for the pending financial year.
While the presentation of the budget is of itself a big event, processes surrounding the budget begin months before the final budget is tabled. According to Parliament’s “Guide to the Budget”, Parliament and the Executive (government) plans the budget a year in advance while simultaneously implementing the current budget and keeping a close eye on delivery and compliance with policy in terms of the previous budget – a complex process!
The annual budget is important because it clearly outlines expenditure goals which are closely aligned with the country’s overall policy goals. It is against the two that government is held accountable by Parliament.
