Chairperson, I move the motion printed in the name of the Chief Whip of the Council on the Order Paper as follows:
That the Council, subject to the concurrence of the National Assembly, refer the Report of the Joint Monitoring Committee on Improvement of Quality of Life and Status of Children, Youth and Disabled Persons on the filling of vacancies on the National Youth Commission (Announcements, Tablings and Committee Reports, 5 June 2006, p 1152) back to the Committee for further consideration.
As there is no speakers' list I shall now put the question. The question is that the motion be agreed to. As the decision is dealt with in terms of section 65 of the Constitution I shall first ascertain whether all the delegation heads are present in the Chamber to cast their provinces votes.
