Hon Deputy Speaker, I'll be brief. Hon Mulder, the ANCYL's and the ANC's policies are based on the Freedom Charter which, amongst other things, advocates nonracialism. So, one cannot be a member of the youth league or the ANC and advocate policies of racism. [Interjections.] No, let me conclude.
The president of the youth league may have raised policy issues in a way that makes some people uncomfortable, but I've never heard him advocating racism. If you take, for instance, the issue of white monopoly capital, that is the reality of South Africa, that the bulk of the wealth of this country remains in the hands of minority whites. That is a fact of life, and not racism.
So, I think it is unfair to use Parliament to refer to the president of the youth league as racist when, in fact, is raising important policy issues. That is what I wanted to say, Deputy Speaker, that ... [Interjections.]

Yes, you've got time. I want to ask you, hon Minister, what it has to do with policy when the president of your youth league expresses himself in public, saying that all whites in this country are criminals? What does that mean? What does that have to do with policy? That's a racist statement, and you know it.

Hon Deputy Speaker, obviously hon Mulder is uncomfortable, but, let me conclude my point first. There is nothing wrong when the youth league makes a statement about white monopoly capital. It's a reality of life in South Africa.
Secondly, I had the opportunity to engage with the president of the youth league on the issue you are raising, and he said to me, "Comrade Paul, I never said all whites were criminals." He never said that. What he said in that meeting was that the colonialists stole the land and somebody who steals is a criminal. He never even referred to whites. Sometimes newspapers distort what leaders of the ANC say.
But, what I want to say is that the leaders of the ANC are guided by a nonracial policy, whether one is in the youth league or in the ANC itself. One cannot be a member of the ANC Youth League or the ANC and be a racist. Thank you. [Applause.]
