Hon Chairperson, on behalf of the DA I move the following motion without notice:
That the House -
1) notes -
a) the dire financial position that most municipalities outside of the Western Cape are in;
b) that R62 billion is owed to municipalities; and
c) the consequent service delivery failures in these predominantly ANC-run municipalities;
2) further notes that -
a) despite 2 years having passed, the Minister of Co-operative Governance and Traditional Affairs has still not met the targets of the National Revenue Enhancement Programme; and
b) the Minister of Co-operative Governance and Traditional Affairs has failed to make municipal revenue a priority and only intends to do so during the 2011-12 financial year; and
(3) therefore resolves to censure the Minister of Co-operative Governance and Traditional Affairs for the lack of progress with meeting the targets of the National Revenue Enhancement Programme and calls upon the Minister to immediately take action to ensure that these targets are met without further delay.
