That the House -
(1) notes -
(a) the ruling by the Supreme Court of Appeal that overturned the Johannesburg High Court ruling in favour of Cash Paymaster Services, the company that has been paying state grants since 2006;
(b) that the Supreme Court ruled that it was in the interests of the poor for the Post Office to administer social grant payments; and
(c) that, according to the judgment, the Cash Paymaster system costs R3,6 billion per year for 9 million beneficiaries, "more than double" the Post Office fee;
(2) welcomes the Post Office's commitment to help beneficiaries open Postbank accounts and pay their grants into them, and to provide beneficiaries with additional services, including a free mini- statement, a Mzansi bank card and two free ATM withdrawals each month; and
(3) believes that this measure will assist in not only reducing the amount of time the poor and elderly have to wait in queues, but also make them less vulnerable targets by opportunistic thugs and thieves.

Mr Speaker, I just thought it would be useful to add to what the hon Davidson said about the Argus tour this year. Both the hon Andricus van der Westhuizen and the hon Athol Trollip completed this particular course in good time. I wondered whether any other political party could compare with the DA's achievements in this regard. [Laughter.]
