Hon Speaker, the principle of equality before the law should not be a slogan, but a living principle that indicates respect for the constitutionality of our state. The principle of equality before the law should be seen rather than only being heard about.
Three days ago, the Premier of the Free State, Ace Magashule, allegedly assaulted some youths at a mass meeting in Winburg. [Interjections.]
I had a telephonic conversation with one of the complainants, who informed me that the police were reluctant to open a case against the premier. [Interjections.] This complainant has no confidence that the case will be properly investigated, let alone successfully prosecuted.
Speaker, his concern is not baseless if we take into consideration the recent conduct of some police officials in that province. The comments of the Free State's SAPS spokesperson give credence to these fears.
In August 2009, an NIA report was given to Mr Msebenzi Zwane, the then MEC for co-operative governance, traditional affairs and human settlement, and the Ngwathe municipality manager, Mr M N G Mahlatsi, concerning fraudulent use of petrol cards. The report stated, amongst other things that -
