Deputy Chairperson, I move without notice:
That the Council -
1) notes with utter dismay that the man who was arrested for the rape of his 11-year-old daughter appeared in Vuwani Magistrate's Court in Limpopo on Friday and his case was postponed for further investigation;
2) further notes that the father, who was reportedly drunk and raped his daughter after threatening her with a knife, was released on R1 000 bail; and
3) takes this opportunity to condemn this tragic incident in the harshest possible terms and also the release of the father on R1 000 bail when he has shown no regard for the safety of his family and subjected his daughter and wife to persistent acts of violence and abuse.
Whilst I have no objection to the motion, and the severity of the case cannot be emphasised enough, this matter is now sub judice because the matter is before the court, and I do not think we can actually entertain the motion at this stage.
The case is sub judice. Can you withdraw it for today?

Deputy Chairperson, I am objecting because I am not sure which Rule covers this particular matter. However, I think that the essence of the motion is that we can't allow such people to get bail. We are not dealing with the matter itself.
