Hon Deputy Chairperson, I give notice on behalf of Cope that at the next sitting of the Council I shall move:
That the Council - 1) notes the fact that the Congress of the People has registered candidates in all of the nine provinces on time, taking part in its first local government elections;
2) recognises the invaluable contribution by Cope towards defending the South African Constitution and for standing up for all the provisions pertaining to human rights; and
3) therefore congratulates the Congress of the People for overcoming all obstacles and making itself available to the citizens of the country to give hope where hope was lost.
Hon Deputy Chairperson, on behalf of Cope I give notice that, at the next sitting of the Council, I shall move:
That the Council -
1) notes the continued heavy reliance of South Africa on coal to generate electricity, with 90% of our electricity supply coming from this source;
2) further notes the negative message that this will send out to the world, seeing that our country will be hosting the UN climate talks later this year; and
3) acknowledges the need for government to balance the interest of the present generation with that of those who will succeed us and migrate to clean and sustainable energy technologies without delay.
Hon Deputy Chairperson, I hereby give notice that, at the next sitting of the Council, I shall move:
That the Council -
1) notes that the Western Cape Premier has lost yet another appeal against the Western Cape High Court ruling that held a Tygerberg Hospital surgeon liable for damages suffered by a woman left in a vegetative state after complications during childbirth;
2) further notes that Johanna Cecilia Erasmus fell pregnant after the surgeon failed to properly sterilise her and now suffers from dementia, poor memory and cognitive disability, blindness, and is unable to walk and talk; and
3) takes this opportunity to condemn in the harshest possible terms the continued waste of tax payers' monies by the Premier in several appeals that were clearly indicative of the gross negligence and utter violation of a Constitution that she always professes to uphold and protect when it suits her and her party.
Hon Deputy Chairperson, I hereby give notice that, at the next sitting of the Council, I shall move:
That the Council -
1) notes that in a dramatic twist, the flagging Congress of the People, Cope, served Parliament with an interim interdict minutes before the National Assembly Speaker, hon Mr Max Sisulu, was scheduled to swear in new Congress of the People, Cope, Member of Parliament Mr Graham McIntosh;
2) further notes that the interdict restrains the National Assembly Speaker from swearing in any person nominated to fill the vacancy left by Mr Sam Shilowa's dramatic expulsion by the faction linked to the self-proclaimed President of Cope who was elected under a tree in the party's failed elective conference;
3) further notes that the dramatic court action and interdicts between the two factions of Cope have left it with two lists for the upcoming local government elections and led to hundreds of the party's members joining the ANC across South Africa; and 4) takes this opportunity to call on all Cope members to rejoin the ANC to continue the fight for a better life for their communities.
Hon Deputy Chairperson, I give notice on behalf of Cope that, at the next sitting of the Council, I shall move:
That the Council -
1) notes the unacceptability of the infighting going on within the ANC ranks in the Bojanala region in the North West, as this is having a negative impact on good governance and proper service delivery in the region;
2) further notes the failure of the governing party to deal quickly and decisively with such infighting so that there is no suspension of staff appointments or any unwarranted delay in the review of contracts with service providers; and
3) acknowledges the necessity for the ANC to keep its internal politics from damaging good and effective governance at the local government level.

Hon Deputy Chairperson, on behalf of the DA I give notice that, at the next sitting of the Council, I shall move:
That the Council -
(1) notes that Julius Malema accused the President of the ANC and President of South Africa, President Jacob Zuma, of bad and poor decisions since 2007 at an ANC Youth League conference in Limpopo;
(2) further notes that it was not the first time that Julius Malema had made such accusations against his President and the government ruling under the ANC;
(3) realises that we will still have to see if the ANC will expel Julius Malema, ANC Youth League President, for breach of conduct in terms of the ANC Constitution;
(4) recognises that if the ANC carries out the expulsion of Julius Malema, they will get rid of one of the DA's canvassers for votes in the upcoming elections and, if not expelled, it is a clear indication that the ANC is afraid to lose supporters of Julius Malema for the upcoming elections; and
(5) acknowledges that the DA asked not to expel him but keep him to further promote votes for the DA in the upcoming elections.
