Hon Chairperson, I move without notice:
That the Council -
1) notes that, according to the MEC for local government and traditional affairs in the Eastern Cape, Mr Mlibo Qoboshiyane, there are 18 municipalities owing R167 million who cannot pay their creditors within 30 days according to the Municipal Finance Management Act;
2) further notes that Kouga Municipality, with the poorest performance in the Eastern Cape, owes R38 million and has an outstanding Eskom account well in excess of R20 million;
3) also notes that medical aid and pension fund contributions have not been made since the end of March 2011 and in addition to this, Kouga has several loan agreements to be met by 30 June 2011 to the tune of about R20 million; and
4) therefore requests that the Eastern Cape MEC for local government and traditional affairs immediately intervenes and places Kouga Municipality under administration as he threatened to do in February this year when he called Kouga an ``ailing municipality''.
There being an objection to the motion the motion, without notice becomes a notice of motion.
