. The high rental costs of the station. The Station Commander stated that the renovation of the station is the responsibility of the owner and the day to day maintenance comes out of the SAPS budget. The Provincial Commissioner stated that the station is not on the priority list for construction but that they are looking at alternative accommodation to rent as in this lease even if they bring in additional park homes the rent is increased. . Mismanagement of SAPS firearms. Key concerns relate to possible forgery of signatures, lack of control over the key, and inability to immediately account for all firearms in the station. Recordkeeping is unacceptable and the registers cannot be rectified- new registers should be implemented. The Station Commander stated that these firearms will be audited. . That the Cluster is not functioning properly and fulfilling its management role effectively if a station under its control has such serious problems that are not recognised or addressed. The Cluster Commander stated that the Cluster does not have the same responsibilities as that of the old area office and is mainly responsible for dealing with crime rather than operational issues. This explanation is unacceptable to the Committee. . Lack of proper implementation of the Domestic Violence Act. The Station Commander noted that all staff will be retrained and will need to write an exam to test their competency. . High levels of absenteeism. The Station Commander stated that the policy is completed and that all leave must be approved prior to booking off. The station will visit sick members at their homes to check whether they are really sick but there is a problem that some members go to other provinces. All sick leaves must be accompanied with a certificate. There is a need for a change in culture in this regard. . Firearm licences. The Station Commander stated that these will all be distributed by 15 August 2011. . Disorganisation in the SAPS 13 and burglary at store: The station will draw the dockets and investigate. . Disorganisation of the archives. These are in the process of being reorganised. . Lack of performance of detectives. The Provincial Commissioner stated that each Group Commander must inspect all dockets every week and must read all forensic reports. . The fact that detectives are forced to sign off dockets that they have not received. The Provincial Commissioner stated that this will be investigated both departmentally and criminally. . Lack of functionality of Cosmo city satellite station. The Provincial Commissioner stated that this structure was built by the provincial government with private funds but that it still does not have any electricity. As soon as the infrastructure is sorted out it will be fully fledged and functional. . The senior positions vacant in the detectives as well as the 12 other vacant detective posts were a cause of concern.
